    Objectives. We examined the relationship between timing of poverty and risk of first-incidence obesity from ages 3 to 15.5 years. Methods. We used the National Institute of Child Health and Human Development Study of Early Child Care and Youth Development (1991–2007) to study 1150 children with repeated measures of income, weight, and height from birth to 15.5 years in 10 US cities. Our dependent variable was the first incidence of obesity (body mass index ≥ 95th percentile). We measured poverty (income-to-needs ratio < 2) prior to age 2 years and a lagged, time-varying measure of poverty between ages 2 and 12 years. We estimated discrete-time hazard models of the relative risk of first transition to obesity. Results. Poverty prior to age 2 years was associated with risk of obesity by age 15.5 years in fully adjusted models. These associations did not vary by gender. Conclusions.     During the recent recession only seventeen states offered short-time compensation (STC)—prorated unemployment benefits for workers whose hours are reduced for economic reasons. Federal legislation passed in 2012 will encourage the expansion of STC. Exploiting cross-state variation in STC, we present new evidence indicating that jobs saved during the recession as a consequence of STC may have been significant in manufacturing, but that the overall scale of the STC program was generally too small to have substantially mitigated aggregate job losses in the seventeen states. Expansion of the program is necessary for STC to be an effective countercyclical tool in the future. (Author abstract)

    This Congressional report summarizes the implementation and evaluation of two approaches tested in the summers of 2011 through 2013. Summer EBT for Children (SEBTC) uses existing electronic benefits transfer systems to provide household benefits for children.  The Enhanced Summer Food Service Program (eSFSP) tests several changes to the traditional program, including incentives to extend operating periods, incentives to add enrichment activities, meal delivery for children in rural areas, and weekend and holiday backpacks.     The Urban Institute conducted a comprehensive study of state efforts to modernize the Supplemental Nutrition Assistance Program (SNAP). Although modernization may be defined in many ways, this study adopted a broad definition of modernization described within four categories—policy changes, organizational changes, technological innovations, and partnering arrangements. The study included three data collection activities: initial site visits to four states; a national survey of all states, including a sample of local offices and partner organizations; and intensive case studies in 14 states. The states selected to participate in the case studies included Colorado, D.C., Idaho, Illinois, Indiana, Kansas, Massachusetts, Mississippi, North Carolina, Pennsylvania, Texas, Utah, Washington, and Wisconsin. The main focus of this report is on findings from the intensive case studies conducted between February and June 2009. (author abstract)

    Parents face a trade-off in the effect of childcare problems on employment. Whereas large settings may increase problems because of child illness, small group care may relate to provider unavailability. Analyzing the NICHD Study of Early Child Care, we find that child-care centers and large family day care lead to mothers' greater work absences because of a sick child, but not to maternal job exits. Greater work absences because of unavailability of small home-based providers are associated with mothers' job exits, especially when mothers have low earnings and use nonrelative caregivers. Our findings accentuate the need for improved hygiene practices in child care, expanded personal leave coverage for parents, and greater backup care for sick and well children. (author abstract)
