    Introduction

    This brief summarizes key characteristics of programs funded through the Personal Responsibility Education Program (PREP) that reported at least half of the youth they served were in foster care. PREP, which aims to reduce teen pregnancies, sexually transmitted infections, and associated risk behaviors, is administered by the Family and Youth Services Bureau within the Administration for Children and Families (ACF) of the U.S. Department of Health and Human Services. Funding is awarded to states and territories through formula grants (State PREP), and through a competitive process to tribes and tribal entities (Tribal PREP) and to direct service providers in states and territories that did not take State PREP funding (Competitive PREP).

    Forty-six programs across 16 states reported primarily serving youth in foster care. These programs served about 5,000 youth each year, largely through foster care settings. Most youth in these programs reported being White or Black or African American, and most were ages 15 to 18. About two-thirds of youth reported being sexually active before entering the program. After PREP, more than one-third of the youth in these programs reported they were less likely to have sex in the next six months, and a large majority reported they were more likely to use condoms and birth control if they have sex.

    The Children’s Bureau funded a multi-phase grant program referred to as Youth At-Risk of Homelessness (YARH) to build the evidence base on what works to prevent homelessness among youth and young adults who have been involved in the child welfare system. To date, there is very little evidence on how to meet the needs of this population.

    YARH is built on the Federal Framework to End Youth Homelessness, which was published in 2013 by the U.S. Interagency Council on Homelessness (USICH). The goals of the framework are to guide the development of data strategies that are intended to reveal the size and characteristics of the homeless youth population and to support the development of local capacity to prevent youth homelessness. The USICH framework targets the population of youth at risk of homelessness and suggests that the Preliminary Intervention Model be used to address this issue.

    This video and its accompanying presentation slides are from the 2018 Research and Evaluation Conference on Self-Sufficiency (RECS). Too often, programs are prematurely evaluated without a planning phase to build a program’s evaluation capacity. However, there is growing consensus that prior to summative evaluation programs should undergo an intermediate step, referred to as “evaluation tollgates,” to determine whether programs are well-implemented and truly ready for rigorous evaluation. This session provided examples from two federal initiatives that used evaluation tollgates to build evidence in child welfare. Maria Woolverton (Administration for Children and Families) moderated the session. (Author introduction)

    The Great Recession and the time period following it were characterized by the longest average unemployment durations seen since World War II. To support unemployed workers, supplemental Unemployment Compensation (UC) legislation was passed, and, in conjunction with benefits available during non-recessionary times, offered up to 99 weeks of UC benefits to eligible recipients in some states. This represented the longest potential duration of benefits in the history of the UC system. This study examines the extent to which recipients collected all of the benefits to which they were entitled ("exhausting" their benefits) and assesses the outcomes experienced by those who exhausted their entitlements relative to (1) recipients who did not exhaust all of the benefits to which they were entitled and (2) UC non-recipients.

Twenty-six percent of recipients—recipients who collected benefits from only one claim during a three-year period—exhausted all of the UC benefits to which they were entitled. Overall, these exhaustees collected an average of 87 weeks of benefits compared to 28 weeks of benefits for non-exhaustees. Four to six years after their initial claims, and compared to non-exhaustees, exhaustees were less likely to be employed and more likely to be out of the labor force.

    They also experienced greater losses in household income and had higher rates of participation in the Supplemental Nutrition Assistance Program, Social Security retirement, and disability-related income support programs. Relative to recipients with long jobless spells, non-recipients with long jobless spells were less likely to become reemployed in the subsequent few years following their layoff and had lower household incomes.     Youth and young adults with child welfare involvement face significant challenges in their transition to adulthood—challenges that increase their risk of becoming homeless. Evidence on “what works” for youth in foster care or young adults formerly in foster care is limited (Courtney et al. 2007). To expand this evidence base, the Children’s Bureau (CB) within the Administration for Children and Families (ACF) developed a multi-phase grant initiative for planning, implementing, and evaluating comprehensive service models intended to prevent homelessness among youth and young adults with child welfare involvement. The funding opportunity announcement (FOA) for the first phase of this initiative was called “Planning Grants to Develop a Model Intervention for Youth/Young Adults with Child Welfare Involvement At Risk of Homelessness” (Phase I).
