    This brief summarizes the experiences of leaders and staff from eight career pathways programs that participated in the Pathways for Advancing Careers and Education (PACE) Evaluation. Based on firsthand accounts, the brief describes how staff perceived the benefits of participating in the randomized controlled trial (RCT) evaluation, the challenges they experienced—in particular recruiting study participants and implementing its random assignment procedures—and how they overcame challenges. The brief then describes lessons staff learned from participating in PACE. The insights presented below will be helpful for future evaluation teams as they approach potential study sites, as well as for programs considering participating in a rigorous evaluation.     A key challenge facing policymakers and program administrators is how to develop effective strategies to help Americans facing economic challenges, particularly the long-term unemployed, to succeed in the labor market. During the deep recession of 2008-2009, an unprecedented number of workers lost their jobs and many remained under- or unemployed, even as the economy recovered. Identifying what strategies that can help them regain their economic footing has been a priority, with a particular interest in employment in higher-paying middle- and high-skill jobs that are in demand by American businesses.

Identifying what strategies that can help them regain their economic footing has been a priority, with a particular interest in employment in higher-paying middle- and high-skill jobs that are in demand by American businesses.

    As part of this effort, in 2014, the U.S. Department of Labor (DOL) funded the Ready to Work (RTW) Partnership grant program that is the focus of this report. RTW grants went to partnerships of workforce agencies, training providers, employers, and other organizations, to improve the employment prospects of the long-term unemployed by providing a range of customized services including training and job search assistance. The intent of the RTW grant program is to establish programs that might prove effective in preparing U.S. workers for employment, particularly in occupations and industries being filled by foreign workers through the H-1B visa program. In 2014, DOL awarded four-year grants totaling $170 million to 23 grantees, with individual awards ranging from $3 to $10 million.

    DOL's Employment and Training Administration, in collaboration with the Chief Evaluation Office, sponsored a rigorous evaluation of the RTW grant program. The evaluation includes an implementation and impact study and is being conducted by Abt Associates and its partner MEF Associates. In consultation with DOL, the evaluation team purposively selected four grantees for study based on their program design and scale.

    This report documents early findings from the evaluation's implementation study of the four grantees. For each grantee, the report describes the design and operation of its grant-funded program components, including staff guidance, occupational training, employment readiness and job search assistance, work-based training, and other services individualized to each participant's needs and skill gaps. The report also presents key findings related to the implementation and operation of the programs. Future reports will examine the effectiveness of the four grantee programs individually in improving participants' education and employment outcomes. (Author abstract)

    The analysis of data from 3,719 students in the Pathways for Advancing Careers and Education (PACE) evaluation highlights risk factors that disadvantaged students face in college success. The data indicates a strong relationship between college success and past educational experience; economic status; expected work hours; and expected part-time status. Findings also affirm the role of psycho-social factors - especially determination and confidence - in college success. Each program targeted and recruited different segments of the national population of disadvantaged adults. (author abstract)

    Integrated Basic Education and Skills Training (I-BEST) integrates the teaching of basic skills and technical content in order to accelerate basic skills students’ transition into and through a college-level occupational field of study.

    The study reported on here represents the final phase of a multi-year evaluation of the I-BEST model that began in 2009, conducted by CCRC in collaboration with MPR Associates and the Washington State Board for Community and Technical Colleges. Based on fieldwork undertaken in spring 2011 on 16 I-BEST programs at eight colleges, this report builds on CCRC’s earlier qualitative and quantitative research by seeking to understand those aspects of I-BEST that best support student learning, progression, and completion.

    After a brief introduction on community colleges as a pathway to higher education and earnings, I describe a few approaches to evaluating the effectiveness of policies and programs designed to benefit students and issues to consider in determining standards of evidence. I then present three examples of programs that have been carefully studied and conclude with thoughts on bringing programs to scale. While there is much to be done to improve student outcomes there is also reason for optimism. Many states and colleges are piloting reforms, and there is a growing body of evidence on strategies that work.(Author Abstract)
