The SSRC Library allows visitors to access materials related to self-sufficiency programs, practice and research. Visitors can view common search terms, conduct a keyword search or create a custom search using any combination of the filters at the left side of this page. To conduct a keyword search, type a term or combination of terms into the search box below, select whether you want to search the exact phrase or the words in any order, and click on the blue button to the right of the search box to view relevant results.

    This brief summarizes the experiences of leaders and staff from eight career pathways programs that participated in the Pathways for Advancing Careers and Education (PACE) Evaluation. Based on firsthand accounts, the brief describes how staff perceived the benefits of participating in the randomized controlled trial (RCT) evaluation, the challenges they experienced—in particular recruiting study participants and implementing its random assignment procedures—and how they overcame challenges. The brief then describes lessons staff learned from participating in PACE. The insights presented below will be helpful for future evaluation teams as they approach potential study sites, as well as for programs considering participating in a rigorous evaluation.     People served by public assistance programs such as Temporary Assistance for Needy Families (TANF) often have difficulty finding jobs in the competitive labor market. This report describes the ways in which eight TANF programs primarily serving American Indian and Alaska Native (AIAN) families use subsidized employment. Subsidized employment programs rely on public funds to subsidize the wages that employers pay when they provide jobs to individuals who cannot find them in the competitive labor market. It can be used to create jobs in areas where there are more people interested in work than there are available jobs. It can also help individuals with barriers to employment gain work experience while earning income. (Author abstract)

    Building on the first major effort to bring a behavioral science lens to programs serving poor families in the United States, the Behavioral Interventions to Advance Self-Sufficiency – Next Generation project is testing interventions to increase TANF recipients’ engagement in three sites: Los Angeles County, Monroe County (NY), and Washington State.     A growing number of cities and counties have recently raised their minimum wages. How employers respond to these mandates provides insight into the impact such policies might have on workers and local labor market. Drawing on two survey waves tracking initial responses to Seattle’s $15 Minimum Wage Ordinance by 439 employers with low-wage workers, we show how employers adjusted to higher wages. Most commonly, firms raised prices (56% reported this); smaller percentages reduced employee headcount or hours, limited internal wage progression, or took other measures. Single-site Seattle employers responded similarly to those with multiple sites. Food and accommodation sector employers were more likely to raise prices than firms in other sectors. Relative to other ownership structures, franchises disproportionately reported reducing their workforces. Very few employers reported withdrawing from Seattle. Overall, initial employer responses to this city-level minimum wage law align with predictions from the literature, findings that highlight trade-offs that policy makers must consider...
