    The Family Options Study: Three-year Impacts of Housing and Services Interventions for Homeless Families documents the outcomes of the 2,282 formerly homeless study families approximately 37 months after having been randomly assigned to one of four housing and/or services interventions. The findings at 37-months in large part mirror the findings documented at 20 months, with the long-terms outcomes again demonstrating the power of a voucher to convey significantly improved housing outcomes to formerly homeless families, when compared with the housing outcomes of families offered other interventions. Families offered a permanent subsidy experienced less than half as many episodes of subsequent homelessness, and vast improvements across a broad set of measures related to residential stability. Many of the non-housing outcomes of interest that were strongly influenced by the offer of a voucher in the short-term, such as reductions in psychological distress and intimate partner violence, are still detected, but some positive impacts found at the 20-month followup are not detected at...

For example, 20 months after random assignment, assignment to SUB reduced the proportion of families with child separations in the 6 months before the survey--this effect was not detected in the 6 months before the 37-month survey. Also in this longer window of observation, some positive impacts in the child well-being domain have emerged. Families offered a voucher continue to be significantly more food secure and experience significantly less economic stress than families offered the other interventions. On measures of employment and earnings, the modest negative impacts of vouchers relative to usual care have fallen, although some remain statistically significant. (Author abstract)

    There is longstanding interest among policy makers and program operators in finding ways to increase the skill levels of low-income individuals, improve their enrollment in and completion of post-secondary education, and improve their economic prospects. The career pathways approach is gaining steady acceptance as a promising strategy to address these challenges and improve post-secondary education and training for low-income and low-skilled adults.

    This summary is an easy-to-read overview of the Innovative Strategies for Increasing Self-Sufficiency project; a major national effort to evaluate the effectiveness of nine career pathways programs using an experimental design. the ISIS study.     This presentation describes Accelerating Opportunity (AO), a multi-state career pathways initiative designed to provide a more streamlined path for adults with low basic skills to move from integrated adult basic education and skills attainment to stackable credentials with labor market value.  The presentation includes some evaluation findings as well as discussion of partnerships the involved colleges have leveraged.

    As transit systems expand and deliver improved connectivity, demand for housing within walking distance of transit stops is expected to grow, leading to higher rents and home prices that may price existing and prospective lower income households out of these neighborhoods. This paper examines the potential role of community land trusts (CLTs) to help address these concerns and ensure that transit-oriented development (TOD) is affordable to lower income households over the long term. Using case studies of CLTs engaged in TOD efforts in Atlanta, Denver, and the Twin Cities, this paper explores the opportunities, challenges, and supports that exist for CLTs eyeing future TOD endeavors.     Following passage of the Workforce Investment Act of 1998 (WIA), local workforce investment areas have been required to use individual training accounts (ITAs) to fund most occupational training activities. With some restrictions, customers of the One-Stop system can use ITAs to select training from a wide array of state-approved programs and providers. States and local offices have a great deal of flexibility in deciding how to structure ITAs. At one extreme, local counselors can play a pivotal role in directing customers to particular training programs and closely tailoring ITA award amounts to each customer’s needs. At the other extreme, local staff can play a minor role, providing all customers with the same fixed ITA amounts, allowing customers to choose their training programs independently, and providing counseling only on request.

    This report presents long-term results from an experimental evaluation of the effectiveness of three different models for delivering ITA services, with impacts measured six to eight years after program enrollment. The Employment and Training Administration (ETA) at the U.S. Department of Labor designed the ITA experiment to provide federal, state, and local policymakers, administrators, and program managers with information on the tradeoffs inherent in different ITA service delivery models.

    As a part of the experiment, nearly 8,000 customers of One-Stop Centers in eight different sites were randomly assigned to one of the three ITA service delivery models tested in the ITA Experiment. These models varied along three policy-relevant dimensions (Table ES.1): (1) the ITA award structure (that is, whether the award amount was fixed for all customers or tailored to the customer’s needs); (2) required counseling (that is, whether ITA counseling was mandatory or optional, and its intensity); and (3) program approval (that is, whether counselors could reject customers’ training choices and deny an ITA, or had to approve them if the customer had completed his or her ITA requirements).
