    This presentation draws on: 1) administrative program data collected from over 700 individuals participating in International Rescue Committee career programs (workforce development programs that are explicitly focused on supporting refugees – regardless of previous professional experience or educational background – to move into higher-skill, higher-wage jobs); 2) in-depth, semi-structured interviews with more than 40 refugees from nearly a dozen countries that have participated in International Rescue Committee career programs and; 3) interviews with nearly 20 program staff and key stakeholders that are implementing refugee-serving career programs. The paper examines several key issues including wage and job progression outcomes among IRC career program participants, issues and patterns surrounding enrollment in and attainment of industry-aligned credentials, variations among program model and intervention approaches, and variations in client engagement and outcomes in sector-specific programs that are aligned to key industries. The inclusion of qualitative interviews (clients and staff/stakeholders) adds depth and context to this analysis. Further, the paper presents some initial suggestions on how findings from this analysis could inform key workforce development policy decisions at the federal, state, and local level.     Transportation enables low-income individuals to find and travel to employment. This article analyzes the relationship between access to automobiles and public transit and employment outcomes of low-income households. We use longitudinal survey data from participants in the Welfare to Work Voucher Program, which was conducted in five US metropolitan areas between 1999 and 2005. Multinomial logistic regression shows that baseline access to automobiles has a strong positive relationship to follow-up employment but public transit access and receipt of housing assistance do not. Our findings suggest that enhancing car access will notably improve employment outcomes among very-low-income adults, but other assistance will have, at best, marginal effects. (author abstract)

    Launched in 2010, the Subsidized and Transitional Employment Demonstration evaluation from the Department of Health and Human Services and the Enhanced Transitional Jobs Demonstration evaluation from the Department of Labor are studying 13 subsidized employment programs in 10 locations across the United States. The programs encompass three broad categories: Modified Transitional Jobs Models, Wage Subsidy Models, and Hybrid Models.

    The goal of these complementary large-scale projects is to evaluate the effectiveness of the latest generation of subsidized employment models that aim to improve participants’ long-term success in the labor market. This report introduces the projects and presents some preliminary findings about implementation of the demonstrations. (author abstract)

The outcomes and impacts of such initiatives are of substantial interest to program administrators and policymakers for several reasons. First and foremost is the concern over the well-being of these recipients and their families. Second, these initiatives often require considerable staff effort and intensive services and, therefore, can be costly to implement. Third, states and localities are under growing pressure to meet increased federally mandated work participation rates and recipients living with disabilities are one of many groups that program administrators and policymakers may consider targeting to increase those rates. To assist program administrators and policymakers in deciding how they should spend limited resources, it is critical to know whether the initiatives are, indeed, producing their desired effects.
