The SSRC Library allows visitors to access materials related to self-sufficiency programs, practice and research. Visitors can view common search terms, conduct a keyword search or create a custom search using any combination of the filters at the left side of this page. To conduct a keyword search, type a term or combination of terms into the search box below, select whether you want to search the exact phrase or the words in any order, and click on the blue button to the right of the search box to view relevant results.

  • Conduct a search and filter parameters as desired.
  • "Check" the box next to the resources for which you would like a citation.
  • Select "Download Selected Citation" at the top of the Library Search Page.
  • Select your export style:
    • Text File.
    • RIS Format.
    • APA format.
  • Select submit and download your citations.

The SSRC Library includes resources which may be available only via journal subscription. The SSRC may be able to provide users without subscription access to a particular journal with a single use copy of the full text.  Please email the SSRC with your request.

    Quality Rated is Georgia’s systematic approach to assessing, improving, and communicating the level of quality in early care and education programs. In Quality Rated, center-based programs and family child care learning homes (FCCLHs) apply to receive a star rating based on a combination of an online portfolio and classroom observations of global quality using standardized tools called the Environment Rating Scales (ERS). 

    This report is the fourth and final in a series presenting findings from the Quality Rated Validation Project (see the pull-out box on the next page for key findings from the first three reports). As part of Georgia’s Race to the Top—Early Learning Challenge grant, Georgia’s Department of Early Care and Learning (DECAL) invested in evaluating Quality Rated. Additionally, this presentation explores whether this association is particularly pronounced for low-income Black and Hispanic children relative to low-income children from other race/ethnic groups.

    Child care subsidies provide assistance for low-income families, often to support work activities. Depending on the state of residence, families' out-of-pocket expenses can vary widely, both while receiving the subsidy and at the point when families no longer qualify for assistance. In this paper, we look at how state policies affect families' child care expenses, focusing on the point when families no longer qualify for assistance. We find that when families' incomes increase just enough to make them ineligible for child care assistance, the potential increase in out-of-pocket child care expenses can be much greater than the increase in income.     The presentation explains the "cliff effect" as it pertains to child care, where families who no longer qualify for a state child care subsidy suddenly have substantial out-of-pocket costs that are disproportionate to their increased income.  Data from the CCDF Policies Database is used to illustrate examples of increased family expenditures based on six different states' policies.
