    New evidence from neuroscience, psychology, and other behavioral sciences suggests that TANF programs may be able to improve participants’ outcomes by applying the science of self-regulation. Self-regulation refers to a foundational set of skills and personality factors that enable people to control their thoughts, emotions, and behavior. It is what helps people set goals, make plans, solve problems, reason, organize, prioritize, initiate tasks, manage time, and persist in and monitor their actions. Mathematica engaged four TANF programs implementing new interventions informed by evidence on self-regulation and designed to help participants reach their personal and job-related goals in a process to improve the quality of the interventions and their implementation. The process, called Learn, Innovate, Improve (LI2), brings social science theory, research evidence, and practice wisdom together, with the goal of creating innovations that are practical, effective, scalable, and sustainable.     This study examined the relationship between parental substance misuse and child welfare caseloads, which began rising in 2012 after more than a decade of decline. We examined county level variation in both phenomena and qualitative interviews documented the perspectives and experiences of local professionals in the child welfare agency, substance use disorder treatment programs, family courts, and other community partners in 11 communities across the country. Results describe how the child welfare system interacts with community partners to serve an increasing population of parents whose substance use has impaired their parenting and placed their children at risk.     This report describes the impacts of re-entry programs developed by seven grantees that were awarded funds under the Second Chance Act (SCA) Adult Demonstration Program to reduce recidivism by addressing the challenges faced by adults returning to their communities after incarceration. In estimating impacts, the evaluation used a randomized controlled trial, whereby 966 individuals eligible for SCA were randomly assigned to either a program group whose members could participate in individualized SCA services. Each study participant was measured on a range of outcomes at 18 months after random assignment and again approximately one year later. An earlier report described impacts measured at 18 months. This report extends those results by describing the longer-term impacts and analyzing program costs. (Edited author abstract)

    SNAP E&T and State and local workforce agencies share a common goal of helping low-income individuals gain the skills necessary to qualify for jobs leading to self-sufficiency. A March 2016 joint letter issued by the Department of Agriculture’s Food and Nutrition Service (FNS) and the Department of Labor’s (DOL) Employment and Training Administration (ETA) encouraged SNAP and the workforce system to collaborate on shared strategies that connect SNAP participants to employment and training services through American Job Centers (AJCs). In particular, the letter emphasized ways to provide services to Able-Bodied Adults without Dependents (ABAWDs). (Author introduction)

    To help individuals successfully reenter society after time in jail, the U.S. Department of Labor (DOL) awarded $10 million in grants to 20 local workforce development boards (LWDBs) in June 2015 for the Linking to Employment Activities PreRelease (LEAP) initiative. Central to the LEAP initiative was creating jail-based American Job Centers (AJCs) with direct linkages to community-based AJCs. A complex array of factors including jail and local community characteristics influenced the development and operations of jail-based AJCs as well as the experiences and outcomes of participants (Figure ES.1). The overarching goals were to increase participants’ work readiness at the time of release, increase employment after release, and reduce recidivism; additional goals for the pilot initiative included demonstrating that corrections and workforce agencies could effectively collaborate to provide pre-release services, generate lessons learned around promising strategies and common challenges that could inform future efforts; and identify ways for grantees to sustain the jail-based AJCs...

The grants covered 9 months of planning and 15 months of service delivery, with many grantees receiving up to a one-year no-cost extension to finish spending down remaining grant resources. Grantees were geographically diverse, located in 13 states across 5 DOL regions, and involved a total of 22 county jails.

    Workforce development, corrections, and other partners, as well as participants, identified many successes along with significant challenges and promising strategies to address them. The qualitative evidence collected through this implementation evaluation suggests that introducing new services, partnerships, and ways of thinking about reentry hold promise for lasting effects on the workforce and corrections systems in some sites. The experiences of the LEAP grantees highlight important lessons learned and some areas for continued refinement or potential replication in similar or different contexts. Although this implementation evaluation cannot make causal claims, the evidence suggests that it is possible to use jail-based AJCs to link participants to post-release services and that this may be a promising approach to support returning individuals in successful reentry.
