    Access to automobiles may be particularly important to housing voucher recipients, who are more likely than residents of public housing to live in suburban neighborhoods where transit service is often limited. Access to high-quality public transit is more likely to benefit low-income households who live in dense central-city neighborhoods in close proximity to employment. In this analysis we draw on survey data from two housing voucher experiments—the Moving to Opportunity for Fair Housing and Welfare-to-Work Voucher programs—to examine the relationship between access to automobiles and public transit and the employment and earnings outcomes of program participants.

    Our research underscores the importance of automobiles in achieving desirable outcomes for families who receive subsidized housing. Access to automobiles is associated with improved economic outcomes for all program participants and better facilitates job acquisition, job retention, and earnings than public transit.     Between 2000 and 2003, the Employment Retention and Advancement (ERA) project identified and implemented a diverse set of innovative models designed to promote employment stability and wage or earnings progression among low-income individuals, mostly current or former welfare recipients. The project’s goal was to determine which strategies could help low-wage workers stay employed and advance over time –– and which strategies seem not to work.

    Over a dozen different ERA program models have now been evaluated using experimental, random assignment research designs, and three of the programs increased single parents’ employment and earnings. This report augments the ERA project’s experimental findings by examining the work, education, and training experiences of single parents targeted by the studied programs. Although the analysis is descriptive only and cannot be used to identify the exact causes of advancement, examining the characteristics of single parents who advance and the pathways by which they do so can inform the design of the next generation of retention and...

    Program accessibility and stability are critical components of any effort to cultivate greater capacity among faith-based and community-based social service organizations. Working poor populations are more likely to benefit from programs if they are nearby, easily accessible, and operate with consistency. Yet, we know very little about where faith-based service organizations (FBOs) and secular nonprofits are located, or whether certain types of providers exhibit more stability than others. Drawing on unique survey data on nonprofit service providers, this paper compares the characteristics of FBOs and secular organizations in several urban and rural communities. FBOs that integrate faith into service delivery and secular nonprofit organizations are more accessible to poor populations than FBOs that do not integrate religious elements into service provision. At the same time, I find that large percentages of FBOs and secular nonprofits experience funding volatility and program instability each year. (author abstract)

The results suggest a high level of demand for welfare recipients, though such demand appears fairly sensitive to business cycle conditions. A broad range of factors, including skill needs and industry, affect the prospective demand for welfare recipients among employers, while other characteristics that affect the relative supply of welfare recipients to these employers (such as location and employer use of local agencies or welfare-to-work programs) influence the extent to which such demand is realized in actual hiring. Moreover, the conditional demand for black (and to a lesser extent Hispanic) welfare recipients lags behind their representation in the welfare population and seems to be more heavily affected by employers' location and indicators of preferences than by their skill needs or overall hiring activity.
