    This report assesses the implementation and early impacts of Year Up, a national sectoral training program for young adults aged 18-24. Year Up aims to help low-income, low-skilled adults access and complete training leading to employment in high-demand, well-paying occupations. It is among nine programs Abt Associates is evaluating in Pathways for Advancing Careers and Education (PACE)—a study sponsored by the Administration for Children and Families. Operated by an organization of the same name, Year Up provides young adults with six months of full-time training in the IT and financial service sectors followed by six-month internships at major firms. The full-time program provides extensive supports—including weekly stipends—and puts a heavy emphasis on the development of professional and technical skills. Using a rigorous research design, the study found that young adults with access to Year Up had higher average quarterly earnings in the sixth and seventh quarters after random assignment—the confirmatory outcome selected to gauge Year Up’s overall success for this report....

Compared to control group members who were not able to access the program, treatment group members also were more likely to report that their classes used active learning methods, taught life skills, and were relevant to their lives and careers.     If a single mother earns $25,000 per year, can she get government help, or a subsidy, to pay for child care? What if she lost her job and needs child care while she hunts for a new one? If she is eligible for a subsidy, how much will the government pay, and how much will she have to pay out of pocket? The answers to all of those questions depend on a family’s exact circumstances:

    • the ages of the children
    • the number of people in the family
    • income
    • where they live

    Child care subsidies are provided through a federal block grant program called the Child Care and Development Fund (CCDF). CCDF provides funding to the States, Territories, and Tribes. Within the federal guidelines, States/Territories establish many of the detailed policies used to operate their CCDF programs. This brief provides a graphic overview of some of the CCDF policy differences across States/Territories.     In September 2015, the U.S. Department of Labor (DOL) contracted with IMPAQ International and its partner ideas42 (“the research team”) to conduct an exploratory study of the customer experience at American Job Centers (AJCs). The purpose of this study is threefold: 1) to learn more about the customer experience in AJCs, 2) to highlight promising practices in those AJCs, and 3) to produce a set of behavioral science-based strategies that could enhance the AJC customer experience. This summary report is based on information collected in the spring and summer of 2016 from staff and customer discussions, customer focus groups, and kiosk surveys. Nine centers participated in this study. The study was exploratory, therefore the insights provided in this report are not intended to be representative of all AJCs.     In the United States, government subsidies help low-income families pay for child care when parents are working, yet policies that tie subsidy eligibility closely to employment may result in frequent disruptions in program participation for families. This paper uses a mixed methods research design that links administrative records on families and children to data collected through surveys and in-depth interviews to examine employment instability and job characteristics of parents using child care subsidies. The results suggest that parents experience substantial employment instability (employment loss and unpredictable schedules) and that exiting the subsidy program is frequently related to employment-related eligibility factors. Overall, the use of administrative data integrated with other methods provides substantial opportunities for researchers to explore complex social phenomenon and provide insights in the evaluation of social programs.
