    This report summarizes data received from the state housing finance agencies (HFAs) that administer the Low Income Housing Tax Credit. The HFAs are required by the Housing and Economic Recovery Act (HERA) of 2008 to submit certain demographic and economic information on tenants in LIHTC units to the U.S. Department of Housing and Urban Development (HUD). HERA specifically requires HFAs to submit to HUD information concerning race, ethnicity, family composition, age, income, use of rental assistance, disability status, and monthly rental payments of households residing in LIHTC properties.     These PowerPoints are from the 2018 Research and Evaluation Conference on Self-Sufficiency (RECS). The Homeless Families Research Briefs project uses data from a large randomized controlled trial, the Family Options Study, to answer questions that are of interest to the U.S. Department of Health and Human Services (HHS). This panel included presentations on three aspects of homeless families that may help HHS ensure that the agency’s programs and policies are used to assist families that have experienced homelessness in becoming self-sufficient. Amanda Benton (U.S. Department of Health and Human Services) moderated this session. Various methodologies were used across the presentations. (Author introduction)

    We examine the consequences of underreporting of transfer programs in household survey data for several prototypical analyses of low-income populations. We focus on the Current Population Survey (CPS), the source of official poverty and inequality statistics, but provide evidence that our qualitative conclusions are likely to apply to other surveys. We link administrative data for food stamps, TANF, General Assistance, and subsidized housing from New York State to the CPS at the individual level. Program receipt in the CPS is missed for over one-third of housing assistance recipients, 40 percent of food stamp recipients, and 60 percent of TANF and General Assistance recipients. Dollars of benefits are also undercounted for reporting recipients, particularly for TANF, General Assistance and housing assistance. We find that the survey data sharply understate the income of poor households, as conjectured in past work by one of the authors. Underreporting in the survey data also greatly understates the effects of anti-poverty programs and changes our understanding of program...

Using the combined data rather than survey data alone, the poverty reducing effect of all programs together is nearly doubled while the effect of housing assistance is tripled. We also re-examine the coverage of the safety net, specifically the share of people without work or program receipt. Using the administrative measures of program receipt rather than the survey ones often reduces the share of single mothers falling through the safety net by one-half or more. (Author abstract)

    As administrators of federal rental assistance programs face strained resources and mounting needs for affordable housing, it’s reasonable to consider whether they should develop and implement policies to encourage and assist families they serve to gain skills and work experience that could help them find jobs and increase their earnings. Increased employment and earnings might eventually enable some families to afford market-rate rental units and could also reduce the costs of the rental assistance programs by reducing the size of the rental subsidies some tenants need. Our analysis finds that 88 percent of households that received rental assistance in 2010 were elderly, disabled, working (or had recently worked) or likely have access to work programs under the Temporary Assistance for Needy Families (TANF) program.     Pathways Housing First provides access to housing, support, and treatment services to clients having the most complex needs—persons who have been homeless for at least 5 years and have both a psychiatric disability and substance dependency. In a 2-year Housing and Urban Development-funded demonstration project in Washington, DC, in 2007 and 2008, we observed promising outcomes in housing retention and reductions in psychiatric symptoms, alcohol use, and demand for intensive support services. The program is designed to be fiscally self-sustaining through extant public disability benefits for housing, treatment, and support services. This approach shows strong support for first providing a permanently supported housing solution for chronically homeless and severely disabled individuals in need of housing and treatment of co-occurring disorders.
