    This report documents the implementation and early impacts of the Bridge to Employment in the Healthcare Industry program, designed by the San Diego Workforce Partnership and operated by three community-based organizations in San Diego County, California. Bridge to Employment is one promising effort to help low-income, low-skilled adults access and complete occupational training that can lead to increased employment and higher earnings. It is one of nine career pathways programs being evaluated under the Pathways for Advancing Careers and Education (PACE) study sponsored by the Administration for Children and Families. Using a rigorous research design, the study found that Bridge to Employment increased the credentials its participants received and increased employment in a healthcare occupation within the 18-month follow-up period.     A key challenge facing policymakers and program administrators is how to develop effective strategies to help Americans facing economic challenges, particularly the long-term unemployed, to succeed in the labor market. During the deep recession of 2008-2009, an unprecedented number of workers lost their jobs and many remained under- or unemployed, even as the economy recovered. Identifying what strategies that can help them regain their economic footing has been a priority, with a particular interest in employment in higher-paying middle- and high-skill jobs that are in demand by American businesses.

The intent of the RTW grant program is to establish programs that might prove effective in preparing U.S. workers for employment, particularly in occupations and industries being filled by foreign workers through the H-1B visa program. In 2014, DOL awarded four-year grants totaling $170 million to 23 grantees, with individual awards ranging from $3 to $10 million.

    DOL's Employment and Training Administration, in collaboration with the Chief Evaluation Office, sponsored a rigorous evaluation of the RTW grant program. The evaluation includes an implementation and impact study and is being conducted by Abt Associates and its partner MEF Associates. In consultation with DOL, the evaluation team purposively selected four grantees for study based on their program design and scale.

    This report documents early findings from the evaluation's implementation study of the four grantees. For each grantee, the report describes the design and operation of its grant-funded program components, including staff guidance, occupational training, employment readiness and job search assistance, work-based training, and other services individualized to each participant's needs and skill gaps. The report also presents key findings related to the implementation and operation of the programs. Future reports will examine the effectiveness of the four grantee programs individually in improving participants' education and employment outcomes. (Author abstract)

The programs encompass three broad categories: Modified Transitional Jobs Models, Wage Subsidy Models, and Hybrid Models.

    The goal of these complementary large-scale projects is to evaluate the effectiveness of the latest generation of subsidized employment models that aim to improve participants’ long-term success in the labor market. This report introduces the projects and presents some preliminary findings about implementation of the demonstrations. (author abstract)

    In urban areas job vacancies often exist but poor, minority residents tend to be concentrated in neighborhoods with limited geographic access to these jobs. Using a randomized field experiment with public transit subsidies, I test whether this spatial mismatch of workers from jobs causes poor labor market outcomes. Randomly selected clients of a non-profit employment agency received a public transit subsidy to assist in applying to jobs and attending interviews with potential employers. I find evidence that the transit subsidies have a large, short-run effect in reducing unemployment durations with treatment causing the probability of finding employment within 40 days to increase by 9 percentage points, from 0.26 to 0.35. After 90 days, this difference narrows to a large but statistically insignificant 5 percentage points. I find weaker evidence that this decrease in unemployment duration results from more intense search behavior, with the transit subsidy group applying to more jobs and jobs further from home.
