    Strengthening Families and Fatherhood: Children of Fathers in the Criminal Justice System, otherwise known as Fathers for Life – A Head Start Father Involvement Model, developed as an Innovation and Improvement Project (IIP), funded through the Office of Head Start. Fathers for Life – A Head Start Father Involvement Model (referred to in this document as Fathers for Life) addressed the priority area of Strengthening Families/Fatherhood of the President’s Head Start initiatives. Office of Head Start first awarded Missouri Department of Social Services Family Support Division (FSD) funding to develop a sound logic model and theory of change during a 9-month Planning Phase.     As part of the multisite Enhanced Services for the Hard-to-Employ Demonstration and Evaluation Project, MDRC, together with its research partners, is leading an evaluation of parental employment and educational services delivered within Early Head Start (Enhanced EHS). The program model tested here aims to dually address the employment and educational needs of parents who are at risk of unemployment and the developmental needs of their children. The study is sponsored by the U.S. Department of Health and Human Services, with additional funding from the U.S. Department of Labor.  The study uses a rigorous random assignment design comparing outcomes for families and  children who were offered Enhanced EHS with outcomes for those who could only access alternative services in the community. This report presents the final impact results approximately 42 months after families and children first entered the study. (author abstract)

    Policy interest and support for increasing the positive involvement of fathers in their children's lives has increased substantially in recent years, with a dedicated federal funding stream for responsible fatherhood programs. These programs aim to improve fathers’ parenting, economic stability, and relationship skills, factors that are known to be associated with fathers’ socioemotional and financial support of their children. We focus on the efforts of four fatherhood programs participating in a large-scale evaluation sponsored by the Administration for Children and Families at the U.S. Department of Health and Human Services. We conclude that fathers in these programs, the majority of whom have nonresidential children, are strongly motivated to be more involved with and support their children despite numerous barriers, including difficult co-parenting relationships and problems with access to their children.     Broad changes in family demographics have left many children without the support or involvement of their fathers. As a result of high rates of nonmarital births and divorce, millions of American children do not live with both of their parents. Rates of nonresidence are particularly high among groups that tend to face more economic challenges: 58 percent of black children and 31 percent of Hispanic children were living without their biological fathers in 2012. Father absence is associated with a range of unfavorable outcomes for children, including poor social-emotional adjustment, dropping out of school, and experiencing mental health problems as adults.

    Research suggests that the negative effects for children of father absence may be mitigated through greater father involvement. Nonresidential fathers’ greater contact with their children is associated with fewer child and adolescent behavior problems. The quality of father-child interaction also appears to matter.     To address these issues, Congress has funded the Responsible Fatherhood (RF) grant program since 2006. The grant program is administered by the Office of Family Assistance at the Administration for Children and Families (ACF), U.S. Department of Health and Human Services. RF grants require programs to offer services for fathers in three areas: parenting and fatherhood, economic stability, and healthy marriage and relationships.

    The Parents and Children Together (PACT) evaluation is studying four RF programs using a rigorous multi-component research design. Conducted by Mathematica Policy Research for the Office of Planning, Research, and Evaluation at ACF, PACT focuses on three broad areas: fathers’ backgrounds, views, and experiences (qualitative study component), how the programs were implemented (implementation study component), and the programs’ effects on fathers’ outcomes (impact study component). Recognizing that RF programming will continue to grow and evolve, PACT is providing a building block in the evidence base to guide ongoing and future program design and evaluation efforts.
