    There has been very little agreement on the ultimate goals of out-of-home care. Tension has always existed between “child saving” and “family preservation,” and the emphasis has sometimes shifted dramatically between the two. The Adoption Assistance and Child Welfare Act of 1980 (P.L. 96–272) came down decisively in favor of preserving families or of ensuring that children moved quickly from out-of-home care to permanent adoptive families. Out-of-home care was viewed as the least desirable alternative—perhaps a consequence of the failure to achieve permanent placement. As the caseload has grown and the controversy over ends has continued, it has become particularly critical to determine what we really know about out-of-home care and its long-term effects on the children served. It is frequently claimed, for example, that most of the long-term effects of foster care are negative: that former foster-care children are disproportionately represented among the homeless, the unemployed, the welfare-dependent, and the delinquent.     The Welfare-to-Work (WtW) Grants Program, authorized by the Balanced Budget Act of 1997, provides federal funding to states and local organizations to help welfare recipients and other low-income parents move into employment, stay employed, and improve their economic situation. Low-income noncustodial parents (NCPs) (mainly fathers) of welfare children are among the main target groups for WtW services, along with custodial parents who are receiving cash assistance under the Temporary Assistance for Needy Families (TANF) program and moving from welfare to work. This focus reflects policymakers' growing interest in strategies to increase the employment and earnings of noncustodial fathers and thereby improve their ability to provide financial support for their children and play an active role in their lives.

Thus, the experiences of these programs illustrate a variety of strategies and approaches that are being implemented around the nation and highlight key issues that must be addressed to serve this population group.     The Community Coalition Partnership Programs for the Prevention of Teen Pregnancy (CCPP) was a seven-year (1995–2002) demonstration program funded by the Centers for Disease Control and Prevention (CDC) Division of Reproductive Health conducted in 13 U.S cities. The purpose of the CCPP was to demonstrate whether community partners could mobilize and organize community resources in support of comprehensive, effective, and sustainable programs for the prevention of initial and subsequent pregnancies. This article provides a descriptive overview of the program origins, intentions, and efforts over its planning and implementation phases, including specific program requirements, needs and assets assessments, intervention focus, CDC support for evaluation efforts, implementation challenges, and ideas for translation and dissemination. CDC hopes that the experiences gained from this effort lead to a greater understanding of how to mobilize community coalitions as an intervention to prevent teen pregnancy and address other public health needs.     Using data from an experimental evaluation of the New Hope project, an antipoverty program that increased employment and income, this study examined the effects of New Hope on entry into marriage among never-married mothers. Among never-married mothers, New Hope significantly increased rates of marriage. Five years after random assignment, 21 percent of women assigned to the New Hope condition were married, compared to 12 percent of those assigned to the control group. The New Hope impact on marriage was robust to variations in model specification. The program also increased income, wage growth, and goal efficacy among never-married mothers, and decreased depression. In non-experimental analyses, income and earnings were associated with higher probability of marriage and material hardship was associated with lower probability of marriage. (author abstract)

    This article contributes to the literature on parental self-sufficiency and child well-being in two ways. First, we bring a novel interdisciplinary perspective to formulating hypotheses about the pathways by which policy-induced changes in the environments in which children are embedded, both within and outside the home, facilitate or harm children’s development. These hypotheses help to organize the contradictory assertions regarding child impacts that have surrounded the debate over welfare reform. Second, we draw on a set of policy experiments to understand the effects of reforms targeting parents’ self-sufficiency on both parents and their children. The random-assignment design of these evaluations provides an unusually strong basis for identifying conditions under which policy-induced increases in employment among low-income and mostly single parents can help or hurt young children’s achievement.
