    We analyze the introduction of highly subsidized, universally accessible child care in Quebec, addressing the impact of child care utilization, maternal labor supply, and family well-being. We find strong evidence of a shift into new child care use, although some crowding out of existing arrangements is evident. Maternal labor supply increases significantly. Finally, the evidence suggests that children are worse off by measures ranging from aggression to motor and social skills to illness. We also uncover evidence that the new child care program led to more hostile, less consistent parenting, worse parental health, and lower-quality parental relationships. (Author abstract)

    Children who enter the child welfare system at a young age are at risk for a myriad of developmental, physical, and mental health problems. The risks faced by these vulnerable young children may be exacerbated by placement disruptions during foster care. This study utilizes administrative data from Illinois to explore the potential of child care assistance programs to reduce placement disruptions among foster children under the age of five. Survival analysis results suggest that receipt of child care assistance is associated with a reduced risk of placement disruption over time, especially for children who enter foster care as preschoolers. These findings are discussed in the context of the literature on the compensatory role that early care and education can play in short circuiting the detrimental impacts of toxic stress. With regard to public policy, they suggest an important, largely unexamined, role for child care support within the child welfare system. (author abstract)

    Early child care and education programs have the potential to play a supportive role in the lives of vulnerable children and families involved in the child welfare system. Child care subsidies can help low-income families to access these programs. The current study examines the use and stability of child care subsidies among children from families involved in the child welfare system. Administrative data were obtained from the Oregon Department of Human Services through two linked datasets: Child Welfare Services and Employment Related Day Care (Oregon's child care subsidy program). Results indicate that children placed out of their biological homes through child welfare services, and those with more instability in child welfare placements, are less likely to receive subsidized child care than those protected in their homes. Findings further suggest that children involved in child welfare services have even less stability in child care subsidy use than other children from low-income families, evidenced by shorter durations of subsidy use.     To explore the role of child care policies in the development of early cognitive skills, this paper jointly estimates a cognitive achievement production function and a dynamic, discrete choice model of maternal labor supply and child care decisions. Using counterfactuals from the model, I investigate how the design of two child care programs, Head Start and child care subsidies, affects the formation of cognitive skills through maternal work and child care decisions. The results suggest large impacts on cognitive skills from expanding Head Start to current noneligibles and negligible impacts of subsidies on cognitive skills of current eligibles.
